Kemajuan sosioekonomi secara tidak langsung memberi kesan yang buruk kepada alam sekitar dan proses ini merupakan suatu proses yang tidak dapat dielakkan. GHS Review Conference for Southeast Asia
( 21st – 23rd May 2013, One World Hotel, Kuala Lumpur)
 
 


With the financial supports from European Union (EU) and the Government of Switzerland, the Globally Harmonised System of Classification and Labelling of Chemicals (GHS) Review Conference for Southeast Asia was successfully organized by Ministry of International Trade and Industry (MITI), Institute for Environment and Development (LESTARI), United Nations Institute for Training and Research (UNITAR) and International Labour Organization (ILO). The purpose of the conference was to review and assess progress regarding GHS implementation within the region. Invited participants include government officials, business and industry, public interest and labour organizations, academia and research institutes. These participants were coming from ASEAN member countries, including participants from Japan and China. In the welcoming and opening session, Prof. Dr. Mazlin Bin Moktar (Director, LESTARI, Universiti Kebangsaan Malaysia), Dr. Jonathan Krueger (Manager, Chemicals and Waste Management Programme, UNITAR) and Mr. Sandro Paolicchi (Head of Section – Trade and Economic Relations, Delegation of the EY to Malaysia) have delivered their welcoming remarks and then the conference was officiated by Dato’ Nik Rahmat Nik Taib, Deputy Secretary General, Ministry of International Trade and Industry (MITI). In addition, a reception hosted by the Government of Malaysia was held in the evening of 21 May 2013 at One World Hotel.

GHS Training Workshop for Occupational Safety and Health in Southeast Asia

The Globally Harmonised System of Classification and Labelling of Chemicals (GHS) Training Workshop for Occupational Safety and Health in Southeast Asia was held on 20 May 2013 at One World Hotel, where this training workshop was jointly organized by Ministry of International Trade and Industry (MITI), Institute for Environment and Development (LESTARI), United Nations Institute for Training and Research (UNITAR), International Labour Organization (ILO), with financial supports from European Union (EU) and the Government of Switzerland. This workshop focused on the technical aspects of the GHS, in terms of how to use the GHS classification and hazard communication elements, in particularly in a workplace setting. Dr Iona Pratt and Dr Peter Dawson were the workshop trainers appointed by UNITAR and the workshop participants were coming from ASEAN member countries, including participants from China.

Special Discussion on Potential Research Collaboration between Malaysia’s and UKM’s Institute for Environment and Development (LESTARI) with International Institute for Environment and Development (IIED)

Dr Camilla Toulmin and Dr Saleem Huq of the International Institute for Environment and Development (IIED) in London had warmly welcomed research fellows of the Institute for Environment and Development (LESTARI), from UKM Malaysia, namely Prof. Dr. Mazlin Mokhtar and Dr. Goh Choo Ta on 7th of May, 2013 at their new office building at Gray’s Inn, London in an effective session of meeting and deep discussion on research and capacity building issues of sustainability and sustainable development of developing countries and regions; especially models for enhancing initiatives for Sustainable Development; forestry; reducing emissions; adaptation; gender; poverty eradication; environment and development; policies; green technology; and poor communities and the environment; including aspects and areas of potential research collaboration between the two institutes.

Special sessions of meeting, presentation, and discussion between His Excellency the High Commissioner of Malaysian Mission in UK, and officers of the High Commission of Malaysia and LESTARI was held at the office of Malaysia’s High Commission located in London, United Kingdom on 7th May 2013. The discussion started with a special meeting and sharing and exchanging of views, knowledge, experiences and ideas on issues of multilateralism and environment and development between His Excellency Yang Berbahagia Dato’ Sri Zakaria Sulong, the High Commissioner and his Deputy Mr Wan Zaidi with Prof Mazlin Mokhtar and Dr Goh Choo Ta of LESTARI, UKM. This was then followed by a special presentation about LESTARI’s role as MOHE’s Potential HiCOE on Sustainable Development and UKM’s initiatives in Sustainable Regional Development in Malaysia, and the Asia Pacific including aspects of Chemicals and Hazardous Wastes Management; IWRM; Sustainability Science and Governance for Environment and Development, by Prof. Dr. Mazlin Mokhtar, the Director of LESTARI to a high level audience comprising Diplomatic and Special Administrative Officers, and Trade Representatives of the Malaysian Missions in the UK.

The 11th meeting of the Conference of Parties (COP11) to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, and the 6th meeting of the Conference of Parties (COP6) to the Rotterdam Convention on the Prior Informed Consent (PIC) Procedures for Certain Hazardous Chemicals and Pesticides in International Trade, and the 6th meeting of the Conference of the Parties to the Stockholm Convention (COP6) on Persistent Organic Pollutants (POPs), and the second simultaneous extraordinary meetings of the Conferences of the Parties to the three conventions (EXCOP BRS) was held at Geneva from 28 April to 10 May 2013. The Ministry of Natural Resources and Environment (NRE), as Malaysia’s focal point of the three conventions, leads the Malaysian Delegates comprising regulators, practitioners and professionals from the Economic Planning Unit (EPU)-Prime Minister’s Department; Ministry of International Trade and Industry (MITI); Department of Environment (DOE)-NRE; Pesticides Board (PB)-Department of Agriculture (DOA), Department of Occupational Safety and Health (DOSH)-Ministry of Human Resources (MoHR) and Institute for Environment and Development (LESATRI)-Universiti Kebangsaan Malaysia (UKM) in various sessions of meetings of the plenary; contact groups; regions; side events; and deliberations pertaining to issues related to chemicals and hazardous wastes management for human and environmental health.

Synergizing Efforts towards Asian Oriented Environmental Risk-Based Assessment and Management
 




The Asian Core Programme Group 3 Workshop on Environmental Risk Assessment and Management was held recently in Pusat Penyelidikan Langkawi (PPL), UKM, from 21 to 24 February 2013. The leaders for ACP Group 3 under the JSPS Asian Core Programme, collaboration between the Japan Society for the Promotion of Science (JSPS) and the Ministry of Higher Education (KPT), Malaysia, are Professor Dr. Mazlin bin Mokhtar and Professor Dr. Minoru Yoneda. This workshop had successfully gathered a total number of 24 delegates comprising of 13 Japanese and 11 Malaysian researchers from the Kyoto University (KU), Universiti Kebangsaan Malaysia (UKM) and Universiti Teknologi Malaysia (UTM). The purpose of this workshop was to further discuss continuing collaboration between UKM and KU since the year 2000 and to prepare for writing textbook on Asian Oriented Risk-based Assessment and Management between UKM, KU and UTM. The workshop consisted of three main activities namely, brief presentation from all delegates, discussion of ACP Group 3 research plan and textbook preparation as well as a field trip to Kilim Geoforest Park. Having this workshop has led to a deeper understanding among research delegates on how best to find ways to conduct collaborative research. It also has strengthened research partnership between KU, UKM and UTM, particularly in recognizing the unique strengths that each partner brings into fulfilling the main objective of ACP Group 3 establishment. Ultimately ACP Group 3 aims to realize the goals and aspirations of an Asian oriented Risk Based Integrated Watershed Management in Langat Basin where UKM acts as the main core focal point, and Sg. Johor Basin UTM as focal and Sg. Selangor Basin UM as core focal.

Bengkel NIC Pembangunan Lestari Wilayah (PLW) Sesi 1/2012
 

Bengkel Nic PLW Sesi 1/2012 telah diadakan dengan jayanya bertempat di Bilik Sumber LESTARI dengan dihadiri seramai 21 orang Ketua Kumpulan Teras Penyelidikan, 3 orang pegawai dan juga 2 orang pelajar pascasiswazah. Bengkel sesi 1/2012 ini telah dipengerusikan oleh Pengerusi Nic PLW, Prof. Dr. Mazlin bin Mokhtar.  Bengkel ini diadakan bagi membincangkan dan meneliti semula kertas ‘Roadmap  Nic PLW’ bagi menyemak kemajuan semasa serta arah tuju masa hadapan sehingga tahun 2015 dan seterusnya melangkau 2020. Kumpulan IWRM yang diwakili oleh Dr. Rahmah Elfithri juga telah berkongsi pengalaman kumpulan sebagai Kumpulan Terbaik Nic PLW selama 3 tahun berturut.

1st Comprehensive Seminar of “Research and Education Center for the Risk Based Asian Oriented Integrated Watershed Management”
 

On 28th February 2012, the 1st Comprehensive Seminar of “Research and Education Center for the Risk Based Asian Oriented Integrated Watershed Management” was held in Kyoto University of Japan. This seminar was a part of the JSPS Asian Core Programme which is a collaboration project between Japan Society for the Promotion of Science (JSPS) and Ministry of Higher Education, Malaysia. The seminar was joined by researchers of both countries and several of the Malaysian delegates are from LESTARI, UKM led by Prof. Dr. Mazlin Bin Mokhtar (Director of LESTARI).

Hazardous Substances and New Organisms (HSNO) Act in New Zealand: Lessons Learned
 


Research collaborative was initiated by LESTARI when representatives from LESTARI visited the Environmental Protection Authority (EPA) New Zealand on 8-11 November 2011 at Wellington, New Zealand. The purpose of this visit was to learn how EPA New Zealand manage and regulate chemicals via the implementation of Hazardous Substances and New Organisms (HSNO) Act. Meanwhile, representatives from LESTARI have shared their experiences by presenting their research findings, this include presentations entitle ‘Overview of chemicals management in Malaysia’ by Prof. Dr. Mazlin Mokhtar, ‘Update of GHS implementation in Malaysia’ by Dr. Goh Choo Ta, ‘Mercury management in Malaysia’ by Mr Mahathir Amir and ‘Risk-based assessment for ecosystem protection’ by Mr Nazren Leman.

The 12th Asia Pacific Responsible Care Conference in Bali, Indonesia, 24-28 October 2011
 


The 12th Asia Pacific Responsible Care Conference (APRCC) with the theme ‘Road Towards Strategic Approach to International Chemical Management / World Summit Sustainable Development (SAICM/WSSD) Goal 2020 through Implementation of Global Product Strategy (GPS) was held on 24-28 October 2011 at Bali, Indonesia. At the same time, the APRCC also celebrating the International Year of Chemistry (IYC) where year 2011 has been declared as IYC by the General Assembly of the United Nations in January 2011. Prof. Dr. Mazlin Mokhtar was invited as a speaker to deliver a paper entitles ‘Striving for a Sound Chemical Management System for Economic, Ecological and Human Sustainability’ in the APRCC.

Penerangan ini bertujuan bagi memperluaskan skop silang multidisiplin bidang penyelidikan dan pengajaran di UKM-GSB. Sesi penerangan mengenai Nic tersebut telah dipengerusikan oleh Dekan UKM-GSB merangkap Timbalan Naib Canselor Hal Ehwal Akademik dan Antarabangsa, Prof. Datuk Dr. Noor Azlan Ghazali dan disertai oleh pensyarah-pensyarah serta pelajar siswazah GSB dan LESTARI.

7th Round Table dialogue of the Malaysian Network for Integrated Management of Chemicals & Hazardous Substances for Environment & Development (MyNICHE-7)
 


The 7th Round Table Dialogue of the Malaysian Network for Integrated Management of Chemicals and Hazardous Substances for Environment and Development (MyNICHE-7) was held at Pullman Hotel & Resort, Putrajaya on 13th July 2011. The MyNICHE-7 was jointly organised by Institute for Environment and Development (LESTARI), Universiti Kebangsaan Malaysia (UKM) and Environmental Management & Climate Change Division, Ministry of Natural Resources and Environment (NRE). ‘Transforming the Systems to Manage Chemicals’ was selected as the theme for MyNICHE-7 and participants include representatives from government agencies, chemical associations, NGOs and academia. Issues discussed are mainly on the needs of having a safety evaluation system on chemicals in Malaysia.

Students’ Seminar with Prof Dr. Peter John Peterson
 

A seminar for students carrying out research related to chemicals management was held in Lestari with Adjunct Professor, Prof Dr. Peter J.Peterson. Attend to the seminar are Prof. Dr Mazlin Mokhtar and Dr. Goh Choo Ta together with three master and PhD students. The 3 hours seminar had been really fruitful with comments and discussions that provide valuable inputs for the students as Prof. Dr. Peterson is a prominent professor in the area of chemicals management.

6th Round Table Dialogue of the Malaysian Network for Integrated Management of Chemicals and Hazardous Substances for Environment and Development (MyNICHE-6)
 


The 6th Round Table Dialogue of the Malaysian Network for Integrated Management of Chemicals and Hazardous Substances for Environment and Development (MyNICHE-6) was held at Oriental Crystal Kajang on 26 July 2010. The MyNICHE-6 was jointly organised by Institute for Environment and Development (LESTARI), Universiti Kebangsaan Malaysia (UKM) and Environmental Management & Climate Change Division, Ministry of Natural Resources and Environment (NRE). ‘Harmonizing Chemical Governance with Sustainable Livelihood’ was selected as the theme for MyNICHE-6 and participants for MyNICHE-6 includes representatives from government agencies, chemical associations, NGOs and academia. Issues such as Globally Harmonized System of Classification and Labelling of Chemicals (GHS), Environmentally Hazardous Substances (EHS), Basel Convention and chemical safety in consumer products were discussed in MyNICHE-6.

3R FOR BETTER ENVIRONMENT EXHIBITION AND GO GREEN CAMPAIGN, 10-12 March 2010, Pusanika, UKM
 

As a continuation of the 3R event that took place previously at Pusanika, UKM, another exhibition was also held at Jusco Cheras Selatan from the 19th to 21st of March, 2010. This event was organized by Institute for Environment and Development (LESTARI) and the Sustainable Ecosystem Management Research Group of UKM in collaboration with Faculty of Engineering & Built Environment (FKAB) UKM, Japan Environmental Exchange (JEE), Alam Flora Sdn. Bhd., Sony EMCS (Malaysia) Sdn. Bhd. and the Japanese delegation led by Prof. Hiroshi Takatsuki. Kind support and cooperation was also given by JICA, Kyoto University, Ishikawa Prefectural University, JFKL, Aeon Co. (M) Bhd and Nippon Foundation.  The main aim of this exhibition is to raise the environmental awareness of the Malaysian public and for the exchange of practical environmental ideas between Japan and Malaysia. The main feature of this exhibition is the presence of cartoonist High Moon, a.k.a Professor Emeritus Dr. Hiroshi Takatsuki and his display of 20 environmental cartoons highlighting the plight of the environment today. < More Photos>

Simposium Kebangsaan Warisan dan Pemuliharaan
 



Simposium Kebangsaan Warisan dan Pemuliharaan yang bertemakan ‘Pemuliharaan Warisan dalam konteks Pembangunan Lestari Wilayah’ telah dianjurkan di Awana Porto Malai, Langkawi pada 26 hingga 28 Februari 2010. Ia adalah persidangan pertama seumpama ini dan berjaya membawa hampir 40 orang penyelidik, pembuat dan pelaksana dasar serta peminat warisan untuk bersama berkongsi pendapat, pengalaman dan pandangan mengenai pelbagai aspek warisan dan pemuliharaan untuk pembangunan lestari. Simposium ini dianjurkan oleh Kelompok Warisan dan Pemuliharaan dalam Nic Pembangunan Lestari Wilayah, Universiti Kebangsaan Malaysia.

Visit by Prof. Dr. Stephen Garnett, Director of School for Environmental Research, Charles Darwin University (CDU) to LESTARI, UKM, 8 January 2010
 


The visit by Professor Garnett was chaired by Prof. Dr. Mazlin bin Mokhtar, Director of LESTARI, attended by Prof. Emeritus Dato’ Dr. Hood Salleh, Prof. Dato’ Dr. Ibrahim Komoo, Dato’ Shaharuddin Mohamad Ismail, Dr. Norzaini Azman, Dr. Saiful Arif Abdullah and Ms. Sharina Abdul Halim. Three main points of discussion were highlighted, primarily to celebrate the first product of RIMBA collaboration on the book entitled RIMBA: Sustainable Forest Livelihoods in Malaysia and Australia, published in LESTARI. Subsequently, way forward for the collaboration was proposed by Professor Ibrahim Komoo to have the next RIMBA Seminar in Langkawi Geopark sometime in October 2010. Matters pertaining to financial support for RIMBA were also examined. The discussion also looked at the Visiting Research Fellowship that will be undertaken by Ms. Sharina for three months in CDU.

The venue for the workshop was Palm Garden Hotel, Putrajaya. Membina Keupayaan Kumpulan GRA Gemilang, Cemerlang dan Terbilang

 
Bengkel Membina Keupayaan Kumpulan GRA Pembangunan Lestari Wilayah (PLW) telah diadakan pada 19 November 2009 bertempat di Hotel Residence, UNITEN. Seramai 14 orang pembantu penyelidik siswazah (GRA) terlibat dalam membentangkan hasil penyelidikan mereka. Keseluruhan bengkel telah dihadiri oleh seramai 22 orang yang terdiri daripada ketua-ketua Kumpulan Warisan dan Pemuliharaan serta para akademik UKM. Bengkel yang julung kali diadakan telah dirasmikan oleh Prof. Dr. Mazlin Mokhtar selaku Pengerusi Nic Pembangunan Lestari Wilayah (PLW). Bengkel ini bertujuan untuk memperkasakan kumpulan GRA dengan memberi mereka peluang untuk berkongsi pengalaman melalui pembentangan hasil penyelidikan masing-masing
   

Review Meeting for the WHO Human Health Risk Assessment Toolkit

 

Prof. Dr. Salmaan Hussain Inayat Hussain (Deputy Dean, Faculty of Allied Health Science; and leader for the Science and Governance Cluster, Nic Pembangunan Lestari Wilayah (PLW)) and Mr. Goh Choo Ta (Research Fellow, Institute for Environment and Development (LESTARI)) have been invited by World Health Organisation (WHO) to the Review Meeting for the WHO Human Health Risk Assessment Toolkit at Lyon, France from 29-30 October 2009. Representatives from other organisations were also deliberated in this review meeting, including representatives from US Environmental Protection Agency, Chulabhorn Research Institute (Thailand), Chinese Research Academy of Environmental Science (CRAES) and United Nations Environment Programme (UNEP).

   
4th Group 4 Seminar of JSPS-VCC Core University Program on Environmental Toxicity Evaluation and Risk Management
 
The 4th Group 4 Seminar of JSPS-VCC Core University Program on Environmental Toxicity Evaluation and Risk Management was held at Holiday Inn, Melaka from 14th – 16th October 2009. A total number of 16 researchers from Malaysia and Japan have presented their research findings in the seminar, and followed by discussions for future research collaboration. The participants also visited the Melaka Biotechnology Institute on the last day of the seminar.
   
Karnival Alam Sekitar Lestari 2009
Karnival Alam Sekitar Lestari 2009 telah diadakan pada 3-4 Oktober 2009 di Kolej Antarabangsa Ibu Zain di bawah penganjuran Kelompok Kampus Lestari. Karnival ini telah dirasmikan oleh YBhg. Prof. Dato' Dr. Mohamad Abdul Razak, Timbalan Naib Canselor Hal Ehwal Pelajar dan Almuni UKM. Karnival ini bertujuan untuk memberikaan pendedahan dan kesedaran berkenaan pengurusan dan penjagaan alam sekitar melalui aspek sumber air, tenaga, sisa dan hutan.
